Overview

This person is responsible for leading the Workforce Development (WD) department. The VP develops strategy for workforce programming in all functional areas within WD - including the Plastics Innovation & Resource Center, Clean Energy Center, Penn College at Wellsboro, Apprenticeship Center and all core operations within the department. The VP will plan and develop the vision/goals for Workforce Development and ensure alignment with the broader College mission and vision.

Qualifications

EDUCATION

  • Master's Degree in workforce and/or organizational development, or directly related discipline, OR combination of education/training, work experience and proven capacity to lead a division focused on providing incumbent worker training, mostly in manufacturing and healthcare sectors. Required
  • Doctorate in workforce and/or organizational development, or directly related discipline, OR combination of education/training, work experience and proven capacity to lead a division focused on providing incumbent worker training, mostly in manufacturing and healthcare sectors. Preferred
  • Valid Driver's License Required

EXPERIENCE

  • Seven (7) years of experience in an industrial/business environment or educational environment directly related to evaluating needs and providing training to a workforce. Required
  • Ten (10) years of administrative/project management experience and/or business development. Required
  • Five (5) years of budget development and management. Required
  • Five (5) years of experience in effectively leading high-performing teams. Required
  • Marketing/advertising experience. Required

  • Directly and indirectly manage staff. Required
  • Impactful negotiation skills that are well-received. Required

  • Impeccable judgment and ability to make sound decisions in a quickly evolving setting. Required
  • Ability to continuously monitor future opportunities for the College and WD. Required
  • Stay current with local, state and national workforce development and training trends, understanding how these changes in affect WD’s approach to programming. Required
  • Oversight of program development and implementation that generates annual revenue to exceed the operating expenses of Workforce Development. Required
  • Superior written and oral communication skills. Required
  • Excellent interpersonal skills to effectively and courteously work with people at all levels of responsibility. Preferred
  • Ability to effectively troubleshoot, develop original solutions and meet targeted outcomes. Preferred
  • Ability to be responsive in a dynamic environment with continuously emerging opportunities. Required
  • Demonstrated sensitivity to diversity and multicultural issues. Required
  • Ability to allocate personnel resources effectively and efficiently to meet program goals. Required
  • Leadership in conducting successful needs analysis. Required
  • Successful grant writing and management experience. Required

 

Responsibilities

  • Provide strategic direction, visionary leadership and effective management of Workforce Development.
  • Cost center administrator with ultimate fiscal responsibility for Workforce Development.
  • Serve on President’s Council.
  • Communicate effectively with business/industry clients relative to workforce and economic development activities.
  • Represent the College by serving on committees and boards for organizations and the Commonwealth.
  • Provide strategic direction/managerial oversight to functional areas within WD, understanding their individual needs and how they fit within the team and College.
  • Facilitate the development, review, revision, marketing and management of training programs, seminars and consulting services.
  • Facilitate the coordination of projects/training with appropriate academic school administration.
